I have never used nor will ever use peel ply to form a prepared surface for
bonding- we did some studies at Bell Helicopter in the early 90's that
confirmed this problem almost word for word with the FAA tech report-

Do I misread the report - it seems the conclusion was that using uncoated
polyester provided a surface which had good bond quality.
