REFLECTOR: Recognize this Velocity?

[Scott Baker via Reflector]

Background scenery in photo does not match up with Van Nuys, CA.  It 
looks more like high desert, or some other desert region in the southwest.
The name Joe Stack is also associated with a technician who worked once 
upon a time at Velocity West.  He built a SE model with a V-6 engine.  
Don't know if he is the same person associated with N983SC Joseph A. 
Stack, III, which is listed as an XL.
