REFLECTOR: Update on N173VS static RPM

Burrall,

Great idea - I've done this on motorcycles, but I've been a bit afraid of
getting close to the engine with the prop whirling 2 feet from my head I
guess that method didn't occur to me.  If you see no further posts from me,
though, you'll know I got too close...
