REFLECTOR: avionics shop on the field

The manufacture can certify a transponder but it must be done according to 
Part 43 Appendix E and unless you have an electronics shop in the back of 
your hanger, no can do.  In addition the "integrated system", meaning as 
installed in the aircraft must be certified to insure correspondence of the 
encoder.

Airspace that requires mode C in addition to the previously mentioned are 
altitudes at or above 10,000 feet.
