   You are absolutely correct. With weight change so goes the  Toe. It is 
basically a guess, it will change soon anyway and you will have to do  it again. 
Just get it close for now. What you never want is toe out, that  will spread 
the gear and just makes it even worse. 1 inch empty is not much and  you will 
probably need more than that as soon as you add some weight. I would  add some 
weight??? then set the toe. Some day I would check it at gross just to  make 
sure you are real close to 0 toe.

II figured that. The problem is that it does not say what weight to set  the 
1" toe in at. If the weight of the engine and wings makes a big difference  in 
alignment, then so would 400+ Lbs. of fuel, 800 lbs of people.. baggage  etc. 
I am just trying to figure out if there is an optimum weight at which to  
proceed. I can imagine if it is done wrong, you will either have too much toe  in 
when light.. or too much toe out when heavy. 
 
The new plans say it is best to set it with the wings and engine on.. but  no 
further detail.
