>From what I have seen, foamy bubbles should be eliminated as much as
possible.  If the line is at the top, then the contact of the return fuel
with the fuel in the sump will make, or has the potential to make some foam.
If the return is below the fuel level, then the foaming should be minimized.
There might be some bubbles in the return line, but I would imagine they
would be fuel vapor only, and would collapse as soon as they were cooled by
the sump fuel.
