FAR 45.29 (iii) states Marks 3 inch high may be displayed on an  experimental 
aircraft when
The MAXIMUM CRUISING SPEED 180 KNOTS CAS (that is corrected  indicated 
airspeed).That is not true airspeed it may be munch faster.
. When you do your final test flying you should  perform VNE 200  kts.dive 
checking for flutter.Thats legal with 3 inch numbers
   Note If the aircraft penetrating ADIZor DEWIZ must display  temporary or 
permanent 12 inch high marks.
. See paragraph (f) if you do not have a large surfaces for 12 inch  provides 
an option.
