I belive that was the purpose of the NACA scoop, say with a cabin 
vent. Close the vent and the scoop produces very little drag. By 
that, the more resistance to air flow after the scoop, the less air 
flows through.

An air cooled engine installation usually has a fairly low flow 
resistance, say compared to a radiator. The only question is it low 
enough? So far the evidence is yes.
