Hmmm, this seems to be the "safe" direction. I would think that if
the canard is set slightly nose high then the canard stalls that bit
earlier with respect to the main wing, thus increasing the stall
margin. 

I'm not advocating this as an intentional effect ... I know we need
to build as accurately as possible, but we all have small errors,
and the incidence guage is not perfect. But again, this seems to be
the safer direction. I would expect it to cost a hair on top speed 
though.
