REFLECTOR: Brake Cylinder Questions

Hi -
The manual calls for a 1-1/2 inch hole for the brake cylinders - but they will fit in a 1-3/8 inch hole.   Why the larger size - to avoid chaffing the dust boot?  Just a more common size?  Should I use the larger hole?  The larger hole encroaches on the side of the bump-out, so I'd rather use a smaller hole...
