The 3G "feature" need not be turned on in order for the GPS to operate. If you are running your iPad in the plane for purposes of navigation you will be much more concerned with display usage being a factor that impacts battery life than you will with the GPS radio. The drain of the GPS radio in this instance will be insignificant.
