As has been stated, WiFi Only ipads do NOT have internal GPS - they use
cellular tower triangulation for an approximation of location.  My ipads
have internal GPS receivers, and the reported positional accuracy (via
ForeFlight) is typically 5 meters...

One other point - ALL iphones have internal GPS...

I agree.  The cellular radio is not needed to obtain GPS position.  My
point is that the iPads that have cellular radios also have true GPS
receivers.  It is not to say that the GPS receiver and the cellular radio
are one and the same.  It's just that if you buy an iPad that has Wi-Fi
only (without a cellular radio) you also will not have a true GPS receiver
and thus you will not be able to use it to navigate in an airplane.  I can
guarantee you that when you navigated from CA to TX using your iPad that
the GPS radio was turned on and functioning regardless of whether the
cellular radio was acquiring a signal or not.  If a person with a Wi-Fi
only iPad were to try the same thing it would not work because their iPad
does not contain a GPS receiver.

You mentioned that you "think a wireless iPad without cell radio will
navigate fine" but then you said that you "drove my V on my iPhone with no
cell signal...with no bars on the cellular radio".  So, if your iPad *does*
have a cell radio then how do you know that an iPad without a cell radio
will navigate fine?
