Its  "TWO PERCENTPER THOUSAND"

So there is "10" of the thousands in 10,000" ...You do it in your head, 
no calculator required !

So at 4000'  there is 4 of those thousands of feet,  (2x4=8)   so you 
would add 8 KTS or MPH........
