Richard,

Sounds like you are making plenty of power. If so, the difference may be drag-related. I don't have a belly scoop, I have downdraft cooling with NACA scoops. Maybe that's contributing?

Also, is the incidence on your strakes to spec?

BTW, my ailerons are flush to the wing. In cruise the elevator trailing edge is slightly up. 

I'm not sure what else to suggest. Where are you based?
