REFLECTOR: Vent Check Valve No-Yes

The check valve is a back-up in case the main vent (going to the bottom of
the fuselage) gets blocked with ice or by bugs.  It lets cabin air in if a
vacuum tries to form in the vent system, but doesn't allow fuel vapors into
the cabin.  It does nothing until the main vent gets clogged up.
