REFLECTOR: 7600' eastbound?

On Thursday (4/20), I was over eastern Kentucky flying southeast at 7,000'
when ATC called experimental traffic at 7,600' heading east. I caught sight
of a fixed gear canard aircraft. I asked the controller if he knew what type
of aircraft and the pilot responded with "Velocity".

So who was flying at 7,600' eastbound on 4/20 over eastern Kentucky? :-)
