remove the old composition washer and use it as a template to drill the hole
in the nylon washer to accommodate the pin that keeps the washer from
rotating on the gear strut

I can think of no reason the washer should be kept from rotating; either the
nylon or the composition; unless the welded flange is not square with the
leg.  In which case, leaving the composition that is already worn square,
and adding a thinner nylon washer made sense to me.  Whatever works.
