The more I push into this the more convinced I am that the wheel
lock is a fix to a symptom that can be eliminated and that good alignment
and damping can resolve the problem without the lock.

I guess the 'lock' could be viewed as increasing the rigidity of the system,
and driving the natural frequency above the range of interest.  And I guess
relieving the symptom can be viewed as solving the problem - just not
relieving the root cause.
