That will help.  However, the friction system produces constant force independent of the pivoting speed, while the hydraulic dampener produces higher force the faster the wheel is pivoting, which is what you want.  It will pivot easier at slow speeds for turning and not pivot as easy at high pivot speeds, such as during shimmying.
