REFLECTOR: Border Crossing Rules

Just returned today (10 Aug.) from the west coast and got stuck in Thunder
Bay due to weather.  The best route was along the south shore of Lake
Superior to Sault St. Marie and east to CNP3.  According to FSS the clouds
were on the rocks on the north shore.

Contacted Minneapolis Ctr. for flight following, got a squawk code and
following until was handed off to Toronto Ctr.  No flight plan, no eAPIS and
all that.  I presume that if you have an emergency and have to land US
Homeland Security would be lenient.

A week ago on a commercial flight between Detroit and Knoxville, the plane
took off toward the north made a right crosswind flew over the Detroit river
into Windsor, Ontario, then turned south and back into the U.S. 
Attached is a picture of a border crossing made on 07/08/09. about 25 miles
north of Skagway, AK. Since the train didn't take on or let passengers, a
border crossing really didn't happen. The file name describes the fives
flags.
