I asked our local DAR about the transponder, pitot/static, and compass calibration before first flight, and this is how he replied:

Yes the transponder and static system need to be certified before flying 
within the mode "C" veil. 
This is an operation issue and would not prevent me from signing off the 
aircraft. There are several transponder guys that are mobile and can come to 
you. 
 
The compass should be swung, but if the airport does not have a com pass 
rose, it can be done soon after first flight.
