Really good video showing what happened.

I doubt the controller looked (or could see) that the 172 plane had not turned off on A-4 before he cleared the CRJ for takeoff. The 172 pilot probably didn't know the airport or didn't see the A-4 taxiway marking when he passed it, but should have notified the tower, especially before he crossed the intersecting runway and after hearing the tower clear a plane for takeoff. The CRJ returned to the field probably to change his underwear.
