Terry,

A suggestion.  Instead of the foam tape seal, try this.  Use silicone caulk 
to form a seal for the mating surfaces.  Put packing tape or duct tape on 
one surface, then put the caulk on the other surface.  Assemble the parts 
and wait 24-48 hours for the caulk to set.  Then remove the canard cover, 
and remove the tape.  You'll have a tight fitting (if not totally sealed) 
mating surface.
