REFLECTOR: Fuel Cap

Is this an uninsulated wire running thru the fuel? That would disperse the 
charge (although the fuel itself accumulates the charge, it does not conduct 
that well) through your ground. There should be no need to touch the ring 
first, as it is already at the same potential once you have clipped the 
exhaust (you should check the integrity of the circuit, ie; ring-exhaust, 
with a meter).
My plan was to run an uninsulated wire from the cap ring to the outboard 
strake BH and attach it to a bolt which would either hold the tie-down or at 
least be wired to the tiedown. That way, the tie-down would also be the 
ground.
