I might add to all of this, if you are working on an un-level area the  
slurry will tend to drip out. Press the slurry in from the lower hole to fill  the 
void. Once the slurry is coming out the top hole. plug both. This can be  done 
with a kleko or a small wooden plug to keep the slurry from oozing out  while 
curing. Obviously you do not want to apply pressure enough to form a lump  on 
the surface.
