Hi John
Far 91.411  altimeter system only required if your Op's Limits  allow 
Instrument flight .
PAR (b)(2)  Who can perform the test?certificated repair station.  (3) 
certificated mechanic with airframe rating(static pressure systems test  and 
inspections only)
( altimeter and altitude reporting equipment approved under technical  
standard orders.
      Far 91.413 No person may use an ATC  Transponder must be tested each 24 
months.
(c) test must be conducted by (1) repair station properly  equipped.etc. 
etc.etc.
Please note person with only Repairman certificate for his home built not  
qualified.
