REFLECTOR: Laser beams

Well, after all the big fuss the media/gov't has made about terrorists
aiming lasers at pilots, guess who's going to start doing the exact same
thing, only now it isn't harmful....
or maybe the big fuss was simply to cover up clandestine testing prior
to implementing this new practice.  Maybe the Cessna incident was
intended as a prelude to the introduction.
