As to your question about the safety of mounting the strobe power supply on
a fuel bulkhead. Short answer, it's safe.  First, it is mounted on a
mounting pad that is epoxied to the bulkhead. If he was going to run screws
into the bulkhead, that of course would be a nono.  I use the same system
and have my power supplies mounted inside the fuselage on the floor behind
the rear seats and forward of the gear.  The high voltage wires run between
the center spar and the rear fuel bulkhead.  You can't get power to the
strobes without sending it past the fuel tank at some point.  The power
supplies are too big to mount in the wing tips and also need ventilation for
cooling.  The only hazard here is if the fuel tank leaks.  A short in low
voltage wiring would also make just as good an ignition source as a high
voltage arc.
