REFLECTOR:aileron balancing and rigging

I know this was hashed around recently.  

Where in the manual does it talk about what a balance airleron looks like.  There was talk that the aileron being 1/8" low when balanced or the bottom of the aileron is level.  Now if both ailerons are level (hanging lower than wings trailing edge),  is this considered neutral position?   With the airplane on the ground, then both ailerons would be aft edge lower and thus are loaded when flying?
