REFLECTOR:RUDDER SPRINGS?

As you surmised, return springs at the rudder are essential to proper
operation of the rudder system. On my 1994 kit, the return springs are located
at the bottom of the winglet, behind the lower rudder hinge. 

My guess is you have everything necessary except the springs themselves. If
you look at the lower end of the winglet, you should see a 3/4" hole burrowing
about 2" forward from the rudder attach points. The spring fits into this
hole. In the front it connects to the winglet; in the rear it connects to the
rudder.
