The C.G. is basest on the physical design of the aircraft...The wing being 
the most important factor...The wing then is designed for the weight of the 
aircraft(in area), and speed the aircraft will fly, (the airfoil used)...The 
C.G. is then calculated from the design of the wing shape and lift 
characteristics and that is called the M.A.C. or Mean Aerodynamic Cord...You 
as a pilot have to load the airplane as specified by the M.A.C. or it will 
be out of the C.G. range and not able to perform as it was designed...
