If your talking about how tight to make the axle nuts, don't worry about if 
the bearings rotate or not.  By design, when weight is placed on the axles, the 
bearings are forced outward against the axle flange on the inside, and the 
nut/washer on the outside.  This will keep the bearings from rotating on the 
axle.  That's the way the covered wagon was my secretary came out west on, and it 
still works today.

Tighten the nut until you feel slight resistance on the free spinning wheel 
to seat the bearings, then back off one castle.  There should be a slight side 
(maybe .005/.010) movement on the wheel while off the ground with no weight on 
it.
