Recently, it's come to the CA State Government's attention that an
undisclosed number of people are consuming oxygen without paying an
appropriate "use tax."  In response, the CA legislature is contemplating
enacting an Oxygen Preservation Act which will include a unitized
breath-tax. 

The FOTPA (Friend of Tax Payer Act) requires that this be a voluntary tax;
you don't pay if you don't use (kind of like the Lottery).  As such, CA can
not be accused of mandating oxygen use or otherwise
shoving-it-down-your-throat.

Initial resistance has been overcome by designating that 1 cent of every
dollar will be directed toward education, though it is acknowledged that
"administrative fee" may substantially reduce the educational portion of the
tax allocation.  The balance will be devoted to saving endangered species
such as whales, cute furry things and solvent taxpayers.

The exact details are yet to be worked out but the rumored the size and
scope of the new Act will "take your breath away."

The 'People's Republic of California' will tax your airplane as property. If
you buy an airplane while in California, they will levy a 'use tax' on the
sale. In Orange county, even a rented hangar will be taxed.

There may also be a fingernail tax, a white nuckle tax, a hair tax, a bald
tax, a non-illegal alien tax, and an unspecified General tax that can be
arbitrarily assessed against any that are unfairly withholding the state's
money for selfish personal use. These are all expected to become law with
the passage of the current budget.
