Yes this is normal.
Yes, there is a reason for it.
The current mailing system watches the bounces generated on each account.
If your email account bounces too many emails, then the system disables
sending email to your account. This is a good thing. It is considered bad
form for a mail administrator to send emails to bogus or abandoned accounts.
Sometimes it's difficult, due to different MTA's to determine the source of
the error, if it's temporary, or permanent. If you've been bouncing email,
the system remembers, but if you accept an email the counter is reset. The
algorithm is dependant on traffic volume and the number of bounced emails,
so it's not constant.
I like it, because I used to remove people manually. Now, you will get your
monthly notification, even if you've been marked for excessive bounces.
