REFLECTOR: WHELEN STROBE

You might want to replace the two capacitors for cheap.  It's simple to 
do.  They are less than 10 bucks.  Just drill out the rivets that hold 
the case to the main board and solder the new ones in, and replace the 
cover.   I would venture 98% of the time that will fix the problem...It 
did with mine so I thought it was worth a 10 buk chuck to see if it 
would.  And no, I dont have the part numbers for the capacitors, but 
probably could get them.

Whelen charges a mint to open it up and fix it.
