REFLECTOR: How much for a new engine?

Ron,

I am an engine idiot, if you write up anything you can. I will ask
questions and try and turn it into a descent starting point document we
can put on the VOBA Wiki for future builders.

Even if we only provide a list of questions, issues and things to think
about. It would be worth it.
