Yes, that typically means no new insurance.  The same is with homeowners insurance in FL.  This prevents you from not carrying insurance on your plane until a Cat 5 hurricane rolls into town.

Maybe I'm not reading this correctly but what it looks like is you cannot get new insurance or change your current insurance if a storm is on the way. 
 
Florida example since I live here. A hurricane warning has just been issued in my area, I cannot call up the insurance agent and bind coverage or  increase my insurance until 72 hours after the warning is lifted. 
 
So that way you don't just carry liability until a storm is coming and when you know it's going to hit, you add hull insurance for a million dollars etc.
