REFLECTOR: Dc 24 v to 12 v converter

Correct -- Transformers only work on AC.  A converter uses circuitry to change DC to AC (essentially an oscillator) and then through a transformer to another voltage level, up (to perhaps 120vac) or down (24vac to 12vac), and then through a Bridge Rectifier, capacitor to smooth it, and voltage limiter to convert back to DC, as desired.  Some devices do it better and more efficiently than others.
