The two relays are both starter relays.  Since they are packaged as a pair they were likely for use with the retract system.  Start relays and master relays are electrically different.  The coil in the master draws about 1 amp and is internally connected to the plus battery terminal.  The start relay coil draws about 5 amps and is internally connected to the ground bracket.  The master is energized by grounding the control terminal and the start is energized by supplying +12 volts to the control terminal.  Trying to use a start as a master will cause it to over heat as it was never intended for continuous duty.
