REFLECTOR: Trig TT-31 ADS-B transponder

I've been unsuccessful connecting the serial output from my Apollo 2001 
gps to my transponder.  The transponder indicates "no activity" when the 
gps is operating and also when it's off.  I'm using a shielded twisted 
pair.  The second wire connects the serial grounds.  The shield is 
connected at the gps.  The baud rate is 9600 for the gps output and not 
changeable.  The transponder is set at 9600 also.  The gps serial out 
must be turned on.  I assume it is since my autopilot tracks the gps 
course.  I don't know what else to check.  FWIW, I was unsuccessful 
connecting the encoder serial output to the transponder also.  Any ideas 
would be appreciated.
