Scott,

If you have a layer of slow-cure epoxy that is not yet solid, and then add successive layers using fast-cure epoxy, you can use the fast-cure epoxy's exotherm to heat the slower layers and accelerate its curing process. This only works, though, if all the epoxy is mixed correctly.

No amount of heat or additional layers will get resin to cure without sufficient hardener. Unfortunately for Noel, I agree with the suggestions that others made: use heat/scraping/alcohol to get it all off and start over.

I have heard of folks in the boating industry mixing a "hot batch" and coating the original.  They claim it sets off the original and makes it hard.  I have never tried it though.
