Izzy,

You may be experiencing vibration and not flutter.  You say that this occurs 
at 150 kts and if it's flutter it would increase rapidly with speed.  On the 
other hand if it only happens at a particular speed then it is vibration. 
If it is indeed aileron flutter then you will need to balance the ailerons. 
You can't correct it with rigging.  If it is vibration, the most likely 
source would be the prop.
