I think since the 90's the FCC no longer requires pilots to possess a radio operators license.

I was recently ramp checked at Opalaka on return from The Bahamas. Customs went fine. The FAA inspector introduced herself after customs was done. There were three of them. Two inspectors and one "guard". One inspector went over the paper work and the other went over the plane. They did not get in the plane. We had ARROW in order except for the radio license which they said was the domain of the FCC. She let us slide on that one. A few minor suggestions and we were on our way.

What happens at a ramp check?
What if you do not have all your papers in order?
