REFLECTOR: FG Nosewheel Shimmy

I put one weight in the center of the wheel, just behind the radial 
structure.  That eliminates both centrifugal and acceleration forces 
from pulling the weight off.  Silicone sealant holds it well and I can 
use any type of weight that's convenient.
