I use white bathroom tub caulk to seal around the hatch and the hatch/canard gaps. makes a good seal, looks good and is easily removable when you need to take the hatch off. I think there are a hundred ways to seal around the torque tube, but none work to my knowledge.

First lay a bead of clear silicone on the upper surfaces. Then lay clear plastic wrap over all of the lower surfaces. Install the canard loosely without any of the bolts. Allow it to dry for a day. Then come back , remove the plastic wrap and bold down the canard. After that you can trim off any excess that has come out onto the outside surface. Gives a good tight seal.
