REFLECTOR: ARROW

[Velocity]

I was doing some checking on the Required Items to be in the plane ARROW and found that the radio 
License is not required unless you are fling Internationally . Is that true? This not what I was told in training.
Can  some one please clear this up for me? My guess would be if there is a radio In the plane and is 
being used it has to have a License for it , If no radio is in the plane no need for a License.
