REFLECTOR: STD trim

Ok flying level half ball left ailerons are faired both rudders have air loads on them. 
I center the ball with left rudder and the rudder looks deflected about a quarter inch , right aileron is up a quarter inch, left aileron is down a quarter inch. 
Should I just shim left rudder out and re rig the ailerons to fix the roll or should I shim the right wing. 
If I shim the wing I assume I would shim the lower bolt but what should I use as a shim?

By the way fuel gauges were even although my left leg got pretty tired 
I'm thinking the uneven fuel is due to the plane flying crooked
