REFLECTOR: Toggle Switch "Security Caps"

Chris you seem to be looking for something that may not exist.  Why not switch to Pull Toggle handle switches and forget about the covers.  I have these Pull Toggle switches in a number of places where I do not want accidental toggle switching.
