Then you need to remove 1 or two washers on the forward end of the pitch adjusting screw.  That should give you 2600 static which is more than you really need.

With the three blades, I can only get 2250RPM.  I never recorded what I 
got with WOT, coarse.

With the two blades, I get 2700RPM fine and 1700RPM coarse.
