John,
I'd send an E-mail to RMI or call them. I've had good luck with them being helpful. If you need me to, I can check my own grounds and see what reading I get. Just let me know exactly where you are checking your readings so we are on the same page. I can do that Monday evening.

Subject: REFLECTOR: RMI Ground
With the RMI Monitor removed, I checked the resistance of the ground sockets.
he main and alternate grounds were fine. The signal ground socket (#14) showed
9 ohms. Is this because the ground goes through the monitor, or does it
ndicate a bad ground?
John
